I've always been limited to only using Sense custom roms because I really enjoy HTC widgets. Sorry if this is a basic question both, they're APKs, but they're also 100% completely tied to HTC's Sense framework and files, so they're never gonna be found outside of a Sense ROM, and it's also why they're not available outside of the Sense launcher. #15 Sense is built DEEP into the ROM.
